文献评价情报报道工作中对科学技术文献的学术价值的评估，是情报刊物编辑工作的重要内容。其目的在于通过对有关文献的鉴别和研究，评价其内在质量，借以选定具有报道价值的文献和确定其报道的方式。评价的标准是文献的科学性和重要性。文献的科学性表现在先进性和真实性两个方面。先进性指文献中包含有新颖的独创的科学内容，如新观点、新理论、新发现、新发明、新技术、新工艺、新材料、新产品等。新颖和独创是指：文献的主要内容过去从未发表过，或过去虽曾发表过，但现时在理论上、技术上有了新的突破，或者作了实质性的修正或补充。真实性指文献的内容真实可靠，无虚假和浮夸之处。判断一篇文献的真实性，主要看它是否言之成理，论之有据；如果事实清楚，数据翔实，推理合乎逻辑，结论符合事实，则可认定它是真实的。凡是具备科学性的文献均应加以报道。文献的重要性则指其内容对有关学术领域产生的影响的大小以及其论述的详尽程度和所包含情报的完整性。重要性包括实用性，即文献中介绍的科技成果在具体情况下的适用性、文献的重要性决定其报道方式──全文报道或适当压缩。
