资源短缺资源短缺resource shortageziyuan duanque资源短缺(~esh0r’ta扩)有两种含义:资源的短缺状态和短缺程度。前者是指在一定的资源价格水平上资源需求量大于供给量的状况;后者是指在一定的资源价格水平上资源需求量超过供给量的部分。后者是前者的量化。只要资源的实际价格小于均衡价格，就会出现资源短缺现象，短缺强度与均衡价格和实际价格之间的差有关，价格差愈大则资源短缺的强度也就愈大。严格地说，在任何资源价格体制下，由于供需各方在资源交易过程中所支付的信息成本不为零，资源短缺现象都有可能出现，只是在短缺持续的时间和短缺的强度上存在差别。由充分竞争市场决定的资源价格有一定的弹性，能通过市场的自然调节而在均衡价格附近徘徊，比较准确地反映资源的供需状况，此时资源短缺现象持续的时间一般也比较短。如果资源的价格受到政府的管制，资源价格容易趋向刚性化，往往不能准确地反映资源的供需状况。当资源的实际价格长期被压制在均衡价格以下，资源短缺现象就会长期化和制度化。资源长期严重短缺会导致资源配置效率的低下。从宏观来看，一些资源的短缺必然会引起另一些资源的过剩，出现短缺资源过度使用和过剩资源大量闲置，从而造成资源宏观配置效率的低下。长期以来，中国不少自然资源(如水、矿产等)的价格严格受到政府的管制，其实际价格远远低于均衡价格，导致这些自然资源的使用过度和浪费，如农业的粗放灌溉、矿产的乱开滥采。从微观来看，资源的短缺又会反过来迫使社会对相当一部分资源的流转不能按正常的交易方式进行，无法按照资源利用效率方面的优胜劣汰法则决定资源的流向，从而造成资源微观配置效率的低下。(陈安宁)
