乡乡中国最低一级政权单位，县以下的农村行政区域。中华人民共和国建立之初曾设乡政权。1958年人民公社化后撤销，实行政社合一的人民公社体制。文化大革命期间改称人民公社革命委员会。1982年的《中华人民共和国宪法》规定，恢复乡政权。到1985年6月将原有5.6万多个人民公社改建成9.2万多个乡（其中民族乡3144个）。乡政权不设人民代表大会常设机关，也不设独立的审判和检察机关。乡人民代表大会代表由选民直接选举产生，任期3年。乡人民政府实行乡长负责制。设置秘书（主管文书、档案、信访、起草报告和其他行政事务)、统计、民政(主管村民委员会建设、优抚救灾、救济、结婚登记）、公安（主管治安、保卫、户籍管理）、司法（主管普法宣传教育、调解民事纠纷、经济纠纷）、财政（主管机关财务、监督检查粮油征购、派购和税务征收工作）、文教卫生（主管文教科技、卫生体育、计划生育、广播等）等管理人员。政社分开后，乡政府的经济职能被分离出来，形成党委、政府、联社（农工商总公司、经济合作社、经济委员会）3套机构。
