社会规划对一定时期内社会发展目标及其实现手段的总体部署。现代社会系统的复杂性和相互依赖性，迫切需要为了共同的目标而指导和控制社会发展过程。社会规划是依据社会目标进行社会管理的科学手段。指导和控制社会发展的思想古已有之，但真正科学的社会规划是20世纪以后才出现的。美国社会学家L.F.沃德认为，协同作用是社会结构形成、平衡和发展过程中的主要因素，它可将对立的社会力量塑造成新的形式，并按照工程程序发展出促进共同福利的措施。另一位美国社会学家A.埃齐奥尼指出，许多现代社会正在力求成为"掌握自己命运"的"积极社会"，它们具有进行社会规划的强大政治能力和技术能力。一般说来，社会主义国家普遍制定指令性和指导性相结合的经济与社会发展计划，非社会主义国家大多也制定出指导性的社会规划或局部社区与领域的发展规划。社会规划分为远期、中期和短期三种。它一般包括一定时期内社会发展的性质与方向、社会发展速度与规模、社会发展的空间布局和时间布局，以及实现社会发展设想的初步计划。它要求根据人力、物力、资源和社会环境，对社会系统的总体发展作出优化选择，实现经济、科技、社会和环境的协调发展。社会规划一般还包括一套社会指标体系，以表述发展目标，测量并评价社会发展水平和效果。制定社会规划首先要提出指导思想，确立发展目标，然后搜集资料、提出方案和具体实施步骤，进行可行性论证，并在执行过程中不断检验和修正。
