教育部高等教育教学评估中心教育部高等教育教学评估中心简介一、中国高等教育概况1999年以来，中国高等教育规模快速增长。，全国各类高等教育在学人数已超过2000万人，数量规模居世界首位。，全国共有研究生培养单位769个，在学研究生81.99万人，其中在学博士生16.56万人，硕士生65.43万人。全国共有普通高校1731所，其中本科院校684所，高职（专科）院校1047所。全国普通本科、高职（专科）在校生1333.5万人，其中，本科在校生是737.84万人，高职（专科）在校生595.65万人。同年，全国成人高等学校505所，成人本专科在校生419.8万人。近年来，国家实施了“211工程（面向21世纪建设100所左右一流大学）”和“985工程（世界一流大学和高水平大学建设项目）”，推进了高水平大学和重点学科的建设，一批大学的基础设施明显改善，人才培养能力显著增强，科学研究水平与社会服务能力明显提高，产生了一大批具有重大影响的科研成果，为现代化建设提供了较为有力的人才支持和知识贡献。二、中国高等教育评估情况1985年，国家教委颁布《关于开展高等工程教育评估研究和试点工作的通知》，一些省市开始启动高校办学水平、专业、课程的评估试点工作。1990年，国家教委颁布了《普通高等学校教育评估暂行规定》，就高教评估性质、目的、任务、指导思想、基本形式等做了明确规定，这是中国第一部关于高等教育评估的法规。1994年初，国家教委开始有计划、有组织地实施对普通高等学校的本科教学工作水平进行评估。从发展过程来看，高等学校本科教学工作评估相继经历了三种形式：合格评估、优秀评估和随机性水平评估。合格评估开始于1994年，这种评估方式主要用于1976年以后新建的、本科教育历史较短的、基础比较薄弱的学校，目的是使这类学校能够达到国家规定的基本的办学水平和质量标准，并帮助这类学校进一步明确办学指导思想、加强教学基本建设、提高教学管理水平，被评学校由国家教委指定。优秀评估开始于1996年，主要用于100所左右本科教育历史较长、基础较好、工作水平较高的学校，主要目的是促进这类学校深化改革和办出特色，被评学校由国家教委根据学校申请确定。随机性水平评估开始于1999年，主要是针对介于上述两类学校之间的普通院校，被评学校由教育部(1998年，国家教委改名为教育部)随机抽取。2002年，教育部将合格评估、优秀评估和随机性水平评估三种方案合并为一个方案，即现行的《普通高等学校本科教学工作水平评估方案》。普通高等学校本科教学工作水平评估的结论分为优秀、良好、合格和不合格四种。截至底，使用该方案共评估了116所普通高等学校。，教育部在《-教育振兴行动计划》中明确提出实行“五年一轮”的普通高等学校教学工作水平评估制度。，教育部针对高职高专院校制订了人才培养工作水平评估方案，开始对26所高职高专院校进行试点评估。开始，教育部决定由各省、自治区、直辖市教育厅（教委）负责对本地区高职高专院校进行评估。教育部制订评估方案，由各省级教育行政部门组织实施，教育部定期抽查各省的评估结论。截至底，高职高专院校人才培养工作水平评估共评估院校107所。8月教育部高等教育教学评估中心正式成立。建立五年一轮的评估制度及成立评估中心标志着中国高等教育的教学评估工作开始走向规范化、科学化、制度化和专业化的发展阶段。三、中国高等教育质量监控体系的构建为进一步推动高等学校提高教育教学质量，深化教育教学改革，需要建立一种高效和长效的质量保障体系与监控机制。为此制订了以下政策：（1）建立五年一轮的高等学校教学质量评估制度，使教学评估工作制度化、规范化。
