基本建设项目指在一个场地或几个场地上，按照一个独立的总体设计兴建的一项独立工程，或若干个互相有内在联系的工程项目的总体。简称建设项目。工程建成后经济上可以独立经营，行政上可以统一管理。在中国，一般以一个企业、事业或行政单位作为一个基本建设项目。例如，工业建设的一个联合企业，或一个独立的工厂、矿山；农林水利建设的独立农场、林场、水库工程；交通运输建设的一条铁路线路、一个港口；文教卫生建设的独立的学校、报社、影剧院，等等。同一总体设计内分期进行建设的若干工程项目，均应合并算为一个建设项目；不属于同一总体设计范围内的工程，不得作为一个建设项目。为了计划和管理的需要，建设项目可以从不同角度进行分类：①按项目的建设阶段，分为筹建项目、前期工作项目、施工（在施）项目、建成投产项目和竣工项目；②按建设的性质，分为新建项目、扩建项目、改建项目、迁建项目和恢复项目；③按建设规模和对国民经济的重要性，分为大型、中型、小型项目；④按隶属关系，分为主管部直属项目和地方项目。此外，建设项目还可按管理系统或国民经济部门划分，前者不论其建设内容是属于哪一国民经济部门，只按项目的所在单位在行政上（或业务上）属于哪个主管部归口管理而定；后者是按项目建成投产后的主要产品种类或工程的主要用途划分，而不论其隶属于哪个管理系统。例如，冶金工业部建设的冶金机械厂和学校，按管理系统划分，属于冶金工业部系统；按国民经济部门分类，则分别属于机械工业项目和教育事业项目。基本建设项目的兴建是国民经济建设事业的基础。社会主义国家重视建设项目的计划和管理。国民经济和社会发展计划在综合平衡和专题平衡的基础上，审慎地规划一定时期内国民经济各部门、各地区建设项目的类型、数量，以及本期从事建设前期工作、组织施工和建成投产的项目的数量，以便合理地确定基本建设的规模、速度?⒈壤筒季郑⒊浞痔岣呋窘ㄉ柰蹲实木眯Ч?
