承包人要求发包人作好施工前的准备工作的权利承包人要求发包人作好施工前的准备工作的权利：施工前的准备工作是整个工程建设过程的重要组成部分，是保证工程建设按期开工和保证工程质量的一个重要环节。发包人应当按照合同的约定作好施工前的准备工作，包括：于施工前办妥正式工程和临时设施范围内的土地租用、征用申请施工许可证，爆破及临时铁道专用线接岔许可证；确定建筑物（或构筑物）、道路、线路、上下水道的定位标桩、水准点和坐标控制点；开工前，接通施工现场水源，电源和运输道路，并按约定清除施工现场的障碍物；组织有关单位对施工图等技术资料进行审定，并按约定的时间和份数提供给承包人。合同中约定由发包人提供材料和设备的，发包人应按照约定的范围和时间向承包人提供材料和设备。根据《合同法》第283条规定，发包人未按照约定时间和要求提供原材料、设备、场地、资金、技术资料的，承包人可以顺延工程日期。并有权要求赔偿停工、窝工等损失。----------出自《合同法》第283条
