国际航运会议关于港口和航道的专业性国际组织。其宗旨是促进各会员国在内河和海上的港口和航道工程的规划、设计、施工、科学研究,以及营运、维护等方面的技术和经验交流。国际航运会议是由比利时国王利奥波德二世于1885年发起的，当年在布鲁塞尔举行第一次大会。以后每四年一次在各会员国轮流举行。1982年举行第二十五次大会。一般于会前两年公布大会议题，征集论文，并约请有关技术专家撰写各个议题的总报告。每次大会后出版会议论文集，分河运和海运两部分。河运方面经常的议题有：内河新型船舶对航道和港口建设的影响；通航建筑物(船闸、升船机等)新的设计、施工和运营经验；提高航道通过能力的途径；河流渠化和河口航道整治和疏浚等方面的新技术。海运方面经常的议题有：船舶大型化和货物装卸现代化对港口、码头设计的影响；软基上建码头的新技术；港口建设和海岸工程的关系；进港航道疏浚的最优化方法以及电子计算机应用于港口航道建设和管理方面的经验和实例等。会议的常设机构是国际航运会议常设协会，设有理事会和执行委员会。协会会址设在比利时布鲁塞尔,协会的主席和秘书长规定必须由比利时人担任。中国于1982年加入国际航运会议常设协会。到1983年止，参加协会的国家政府会员共40个，团体会员597个，终身会员676个，长期会员1207个。协会经费主要来自各类会员的资助。协会对国家政府会员和团体会员规定每年最低资助额；对个人会员规定每年交纳一定数额的会费，长期会员每年交纳1次，1次交完5年会费即为终身会员。协会还设有河运和海运两个常设技术委员会，根据需要建立各种研究工作小组，每年召开1～2次学术讨论会并组织编写专题研究报告。协会每年出版公报四期，公布协会活动情况及技术资料，还组织编辑出版航运技术辞典等。
