国际水资源协会以水资源为研究对象的国际非政府间的学术组织。1972年在美国成立。美国伊利诺州立大学教授周文德任第一届主席。其宗旨为：①推动水资源的研究，在规划、开发、管理、科学、技术和教育等各方面的发展；②为水资源工作者提供国际论坛；③在水资源领域内开展国际协作。其活动的主要方向是以调整补充各有关水资源机构和学术团体活动之间的空白点，进行横向关联协调活动，并不以营利为目的。协会最高权力机构是执行局理事会，下设地区委员会、国际合作委员会、会员委员会及出版委员会。到1987年有团体会员及个人会员1000余人。协会下成立各地的地区委员会，通常以一个或数个国家建立一个地区委员会，到1987年共建立31个地区委员会。中国地区委员会于1986年成立，张泽祯为首届中国地区委员会主席和协会执行局亚洲区副主席。协会主办的水资源世界会议，每3年召开一次,还举办各种讨论会、研究会等。1986年协会首次在中国北京召开了"跨流域引水国际学术讨论会"。协会设有"晶体水滴奖"、"学生奖学金"、"最佳论文奖"及"周文德纪念讲学者荣誉奖"。会刊为季刊《国际水》。中国何孝俅于1986年受聘任该刊副总编。
