《中央军委关于新时期军队政治工作的决定》1986年12月中央军委扩大会议讨论形成。1987年 1月27日中央军委颁发。1987年2月15日,中国共产党中央委员会批转全党。中共中央批语中指出，这个决定，对于保证军队的革命化、现代化、正规化建设，保证军队完成保卫祖国、建设祖国的光荣任务，具有重要的长远的指导作用。其基本精神，对各地方、各部门、各条战线做好思想政治工作，都是适用的。中国共产党第十一届三中全会以后，党和国家的工作重点转移到现代化建设上来，在坚持四项基本原则的基础上，集中力量发展生产力，建设具有中国特色的高度文明、高度民主的社会主义现代化国家。在这个总方针的指引下，国防建设和军队建设的指导思想实行战略性转变。中央军委依据党中央确定的新时期军队的任务和建设方针，依据中央关于社会主义精神文明建设指导方针的决议，继承党和军队政治工作的优良传统，结合新的历史时期军队的任务和面临的新情况，作出了这一决定。《决定》对军队政治工作的指导思想、主要任务、方针政策和基本方法，做出了正确的阐述和规定。《决定》指出，全国各族人民当前和今后一个长时期内的主要任务是:加紧社会主义现代化建设,争取实现包括台湾在内的祖国统一,反对霸权主义,维护世界和平。中国人民解放军在实现这三大任务中，肩负着重大的历史责任，必须加强革命化、现代化、正规化建设。在新的历史时期军队政治工作只能加强,不能削弱。《决定》重申，党在军队中的政治工作，是中国人民解放军的生命线。规定新时期军队政治工作的基本指导思想是：服务于国家的社会主义现代化建设，服务于军队的现代化建设，从政治上、思想上、组织上保证党对军队的绝对领导和人民军队的性质，保证军队的社会主义精神文明建设，保证军队内部的团结和军政军民团结，保证军队战斗力的提高和各项任务的完成。《决定》阐述了中国人民解放军政治工作的优良传统。要求政治工作在继承优良传统的基础上，坚持以马克思列宁主义、毛泽东思想为指导，遵循尊重历史、立足现实、着眼未来的方针,不断改革创新。《决定》规定新时期军队政治工作的主要内容是：①加强以理想、纪律为重点的思想教育;②健全和发展部队的民主生活;③培育和发扬部队的实事求是、艰苦奋斗、联系群众、公道正派、谦虚谨慎、团结互助、雷厉风行、英勇顽强等优良作风；④注重科学文化教育,培养军地两用人才;⑤加强军事训练、科学研究和后勤保障中的政治工作；⑥大力开展军民共建精神文明（见军民共建社会主义精神文明活动）；⑦做好基层政治工作；⑧加强干部队伍建设。《决定》要求加强政治机关建设。树立领导就是服务，机关要为部队服务的思想。模范执行上级指示和同级党委的决议，认真履行职责，正确行使职权。加强政治机关和军事、后勤机关之间，政治机关各业务部门之间的团结协作，防止政出多门。要求提高政治干部素质。政治干部要热爱政治工作，讲原则，懂政策，善于团结同志，熟悉本职业务，言行一致，为官兵做表率。重申政治工作是党的工作，也是群众性的工作，全体官兵和共产党员都要做政治工作。《决定》指出，军队的文学、艺术、新闻、出版事业，是部队思想文化建设的重要方面。政治机关要按照这些工作自身的规律，正确实施思想领导和业务指导，引导文艺、新闻、出版工作者坚持为部队服务，为人民服务，为社会主义服务，贯彻党和国家的方针政策，注重社会效果，努力提高精神产品质量，鼓舞士气，提高部队战斗力。《决定》要求各级党委要以主要精力抓方针政策问题,抓党的建设和思想政治工作；坚持民主集中制,实行党委统一的集体领导下的首长分工负责制（见党委制），对部队的各项建设统一领导，统筹安排；提高党内生活的思想性、原则性，增强党委团结；严格党的纪律，加强党风建设，使各级党委成为统一领导和团结的坚强核心。
