档案事业管理体制指国家档案事业管理的体系和组织制度，包括档案事业机构设置及其隶属关系和权限划分等内容。世界各国的管理体制因国家的历史条件和国家结构形式的不同而有很大差异。按中央档案机构与地方档案机构的关系,可分为集中式和分散式两种类型。集中式即地方档案机构受中央档案机构的领导或监督；分散式即地方档案机构不受中央档案机构的任何领导或监督。采用集中式管理体制的国家，在欧洲以法国、意大利历史最悠久，均设国家档案事业管理机构──档案局指导、监督中央的和地方的档案馆；北欧的瑞典、挪威、丹麦、芬兰等国不设档案局，由中央级国家档案馆行使档案事业管理的职能；苏联和东欧国家从中央到地方均设档案事业管理机构,对档案馆实行集中统一管理。菲律宾、越南、阿尔及利亚、塞内加尔、巴西、墨西哥等国也都实行集中式管理体制。采用分散式管理体制的多为联邦制国家，以美国和德国，以及英国为代表，中央级的档案机构对地方档案馆均无指导关系(见美国档案事业)、德国档案事业、英国档案事业；在南斯拉夫，中央级档案馆对地方档案馆虽无指导关系，但彼此有义务相互协调工作。日本、印度、巴基斯坦、马来西亚、哥伦比亚等国也都实行分散式管理体制。集中式比分散式更有利于档案事业建设和发展，优越性大些；同是集中式，因社会制度不同也有原则区别。中国实行"统一领导、分级管理"的集中式管理体制,由中华人民共和国国家档案局主管全国档案事业,统筹规划，组织协调，统一制度，并对中央和国家机关各部门、全国性社会团体的档案工作，中央级国家档案馆的工作，以及省、自治区、直辖市档案局的工作进行监督和指导。县级以上地方各级档案局主管本行政区域内的档案事业，对本行政区域内的档案馆以及机关、团体、企业事业单位和其他组织的档案工作实行监督和指导。
