标准文献计算机管理与检索标准文献计算机管理与检索computerized management and retrieval of normative documentsbiaOZhun丫切enx心n Jjsuanji guanliyU」iansuo标准文献计算机管理与检索(ComPuteri耐mar玛罗Inent and retrieval of non们旧tive doc~t8)借助于计算机，采用“数字图书馆”的工作方式，对标准文献资源进行采集、加工、储存、传递、服务和管理的过程。是传统标准文献管理在信息化时代的发展。其基本目标是改善对文献的科学管理水平，方便用户检索，提高文献的利用率，使投人文献采集、加工和服务的人力、物力、方法、手段及组织机构产生最佳社会价值。为世纪so年代，中国“国家标准管理系统”、“国家标准文献数据库”和部分省、市标准情报所研制的标准文献检索系统相继投人应用，标志着中国标准文献计算机管理的起步。计算机管理与检索的主要特征为:①技术性强。必须以统一的标准和规范为基础、以数字化的各种信息为底层、以分布式海量资源库群为支撑、以智能检索技术为手段、以电子商务为管理方式、以宽带高速网为传输通道，在综合运用这些技术的基础上，建设成现代化标准文献计算机管理和检索系统。②实践性强。计算机管理和检索系统是在总结传统管理经验的基础上进行的，通过数据元的规范化、标准化，提出合理的需求分析、系统配置、总体设计、功能设置等，通过实践，反复修改，不断丰富、提高，使开发的管理系统的功能不断完善。标准文献计算机管理与检索系统的主要构成有文献采购管理、文献加工、文献的服务和流通管理、文献检索和信息产品的编辑出版等模块。具体如下:①文献采购管理模块。包括三方面功能:一是根据文献采购方针，通过对新到各类标准信息和馆藏信息查重，确定文献采购和补缺清单，提出采购报告，通过因特网用电子邮件发出订购信息;二是定期检索订单并发出催货信息;三是文献到达后的验收、核销订单、总括和个别登记、财产人账及采购经费统计。②文献加工模块。包括对到馆文献进行的形式加工和内容加工，输人多语种的书目或篇目信息，进一步对文献进行分类、主题标引、作文摘等，对国外标准文献尚需将题录译成中文，并对文献数据库群进行维护等功能。③文献服务管理模块。包括标准文献上架、清理、核对、借出、归还的登记管理，用户登记、文献利用率和用户群的统计分析、用户满足度的统计等功能，为文献采购、加工、改进服务内容和服务方式提供依据。④文献流通管理模块。
