国民收入分配国民收入分配国民收人分配广义上指一国在一定时期内经济活动成果在各经济主体之间的分配狭义上指国民收入在国民经济各部门、各生产单位和非生产单位以及居民中的分配过程。就中国而言，它包括初次分配、再分配和最终分配三个过程。国民收入的初次分配指国民收入在物质生产领域内部进行的分配。国民收入经过初次分配.分为两个组成部分:一部分是物质生产领域劳动者的个人收入，包括工资、奖金、福利费用和农民或其他劳动者的收入，它属于生产者及其家属个人消费所需的必要产品;另一部分是生产单位和社会的纯收入，包括上缴国家的税金和利润、支付的利息和企业税后利润、利润留成或公积金、公益金等，属于国民收人扣除必要产品后的剩余。国民收入经过初次分配形成了国家、企业或集体、物质生产部门劳动者的原始收入国民收入的初次分配，直接关系到国家、生产单位和劳动者个人三方面的经济利益，并在很大程度上决定了积累基金和消费基金的比例。进行国民收入的初次分配，首先要正确规定必要产品和剩余产品之间的比例，影响这一比例的因素主要有:国民收入的生产额、构成和增长速度，劳动生产率提高幅度和物质生产部门劳动者平均收入增长速度之间的对比关系等。其次要正确规定国家和生产单位间对剩余产品的分割比例再次就是要正确制定胡应的工资政策、价格政策、财政政策来保证上述两个比例关系的实现。国民收入的再分配国民收入在初次分配基础上的进一步分配。这种分配是在全社会范围内进行的。通过再分配所获得的收入称为派生收入。再分配的主要形式有:①财政支出。通过财政预算，一方面以利润和税金的形式集中一部分国民收入;另一方面又把集中起来的国民收入通过财政补贴、支付非生产部门劳动者工资等形式分配到各部门、各地区去，以满足社会生产，发展科学、文化、教育事业，进行行政管理和加强国防等方面的需要。②信贷。以偿还为条件，通过筹集社会闲散资金贷放给使用单位来实现再分配的过程。③价格。国家通过指令性价格、指导性价格和市场调节价等多种价格形式，建立合理的价格体系，实现国民收入的再分配。此外，各种劳务付费、居民之间的馈赠、生产单位直接举办的各种福利事业，也可影响国民收入再分配。国民收入的再分配，最后形成生产单位、非生产单位和居民的最终收入。国民收入的最终分配国民收入经过初次分配和再分配以后，最终分配到积累和消费两个方面。主要是正确制定积累基金和消费基金的比例，使积累基金和消费基金的需求总额同国民收入供给总额相平衡，使积累和消费的价值形态和实物形态相适应，并安排好积累基金内部和消费基金内部的结构，以保证生产的不断扩大和群众生活水平的逐步提高。积累基金和消费基金的比例是国民经济中一个根本的分配比例，它体现全体社会成员的长远利益和目前利益、整体利益和个人利益的关系，同时，它与国民经济的其他重要比例(如生产资料生产和消费资料的生产、工业与农业、必要产品与剩余产品等)有着密切的联系。在中国，安排好国民收人的最终分配、处理好积累与消费的关系，最根本的原则就是坚持一要吃饭，二要建设，先生活，后生产，再建设的方针。在保证群众生活水平稳定提高的基础上，确定合理的积累率，做到既保证生活水平的不断提高，又保证生产建设的需要
