法律效力法律效力是指法律规范的适用范围。可以分为：1.时间效力，指法律开始生效和终止生效的时间。在我国，法律的时间效力无明文规定时，一般在公布之日起生效；有的法律生效时间由立法机关另行规定。法律终止生效的时间有几种不同情况，有的法律本身规定停止生效的日期，到期自行失效；有的法律随着相应的新法律的颁布而失去效力；有的法律以特别的法律文件宣布终止生效等。2.对人的效力，指法律对哪些人发生效力的问题。在一般情况，法律适用于全体公民，有的则适用于部分公民，有的也适用于外国人，对人的效力一般在法律上明文规定。3.空间效力，指法律适用的地域(包括领海、领空)范围。全国性的法律一般都适用于主权所及的全部领土，地方性法规只适用于本地区。有的法律则明确规定其生效的地域范围。
