从劳动力转移到产业区域转移从劳动力转移到产业区域转移*%26#8212;%26#8212;新型工业化背景下我国城市化演变趋势陈甬军 陈爱贞（厦门大学经济研究所，361005）内容提要：通过产业区域转移，形成合理的产业和人口集聚，既有利于加快产业结构升级转化，又能提高劳动力吸纳能力和降低转移成本。但产业区域转移应考虑不同地区的产业发展条件与水平，以及不同产业的特性。为此，本文在城市化框架内对劳动力转移与产业区域转移的演变趋势、演变机理及其两者间的关系进行理论分析的基础上，从历史角度对我国城市化过程中的劳动力转移和产业区域转移演变趋势进行分析，并从区域层面用面板数据（panel data）法对不同产业的发展对就业人数的影响进行实证分析，以有针对性地探讨产业区域转移的对策。关键词：劳动力转移；产业区域转移；城市化；面板数据法一、引言1978~，我国城市化率从17.92%增长到41.8%，年均增长3.3个百分点，城市化发展迅速。但是，由于历史和处在转轨时期等原因，我国城市化发展也带来了一些突出问题和矛盾：其一，城市化进程中的盲目投资和重复建设，造成投资规模偏大与产业效率低下，城市吸纳能力呈下降趋势，劳动力转移速度趋缓（陈甬军、陈爱贞，）；其二，随着产业和人口往东部地区持续集聚，城市地价和消费水平的提高，以及工资涨幅的趋缓增大了农村剩余劳动力转移的成本；其三，由于在城市生活与就业状况不乐观，劳动力无法从农业、农村中永久性地转移出来，农民工问题突出。十六大报告提出，我国要走新型工业化道路，既要提高工业的经济与环境效益，加快产业结构升级转化，又要加大对劳动力的吸收力度。而通过产业区域转移，形成合理的产业和人口集聚，既有利于加快产业结构升级转化，又能提高劳动力吸纳能力和降低转移成本。因此，我国城市化发展应从强调劳动力转移转向强调产业区域转移。关于产业发展与劳动力转移问题的研究，目前成果颇丰。比较著名的有：库兹涅茨的经济增长理论、刘易斯的二元结构理论、拉尼斯－费景汉模型、乔根森模型等。这些理论大多都把非农产业的吸纳能力视为随资本积累率提高而提高，在这个既定条件下，只要转移动力存在，农村剩余劳动力就能全部转移到城市。这个既定条件意味着产业结构调整与就业结构升级是同步的，显然这种假设与中国的实际不符。其次，这些模型着重于剩余劳动力的转移，没有涉及到劳动力转移成本，以及转移到城市的劳动力生存状况等问题。而这些正是中国的农民工所面临的大问题。托达罗的人口流动模型，主要是以拉丁美洲为典型案例，从人口迁移的角度分析了乡村到城市转移的主要动力，但产业发展和劳动力转移的关系关注较少。非农就业岗位的提供需要非农产业发展的支撑。我国学者在80年代中后期提出了产业梯度转移的设想，即随着东部沿海地区的发展和产业结构升级，劳动密集型产业失去了比较优势，将向中西部梯度转移。显然，产业梯度转移不但能加快东部地区产业结构升级转化，还能提升中西部地区的产业层次，增加非农就业机会。但迄今为止大规模的梯度转移并没有出现，制造业在地域上反而变得更为集中。国家计委投资研究所与中国人民大学区域所课题组（2001）通过对我国空间比较优势分析，认为由于沿海南部市场环境适于厂商生存，因此劳动密集型产业继续在沿海南部集聚，而在西部和中北部全面萎缩。文玫（）则从中国工业发展的历史和不同地区在技术上的比较优势角度，分析了产业集聚形成工业区域化的决定因素。这些研究同样暗含着一个假定，劳动力转移与产业集聚是同步的。范剑勇等（）虽然探讨了产业集聚和劳动力流动之间的正反馈机制，但认为产业集聚与农村劳动力的跨地区流动之间是种必然的同向关系。
