水流挟沙能力指在一定水流和边界条件下，水流能够输移的泥沙量。可用单位时间内通过河流断面的泥沙质量即输沙率Qs(kg/s)表示；也可用断面平均含沙量S(kg/m3)表示。单位水体中所含悬移质的质量称含沙量。含沙量在过水断面中沿竖向和横向的分布，受水流情况及泥沙颗粒组成等因素影响，常不均匀。按规定在过水断面中取若干点的含沙量进行平均，称断面平均含沙量。如该断面流量为Q(m3/s)，则Qs=SQ。当水流挟带的泥沙量大于水流挟沙能力时，水流中的部分泥沙就要淤积在河床；当水流挟带的泥沙量小于水流挟沙能力时，河床就要发生冲刷。河流中的推移质和悬移质中较粗颗粒，在床沙中大量存在，属于床沙质。它们在输移过程中有机会与床沙进行充分交换。因此，在经过一定距离后，其含量必然达到饱和即等于水流挟沙能力。这部分沙量可以通过根据力学关系建立起来的水流挟沙能力公式计算。理论上根据推移质和悬移质运动理论，分别求出推移质和悬移质中床沙质的输沙率，然后把它们相加，就得到在一定水流和边界条件下能够通过河段下泄的床沙质数量，如H.A.爱因斯坦的床沙质函数和R.拜格诺的床沙质输沙率公式。但是，限于当前的理论水平，用理论公式来估算天然河流挟沙能力时，还有相当大的偏差。因此，在工程实践中，通常采用一些经验或半经验性的公式，这样的公式具有地区性和局限性。悬移质中较细的泥沙颗粒，在床沙中很少，属于冲泻质。它们在输移过程中不能与床沙进行充分交换，常处于不饱和状态。因此，它们在水流中的含量不仅取决于水流条件，而且还与河段上游流域供沙条件有关。要确定包括冲泻质在内的通过河段的总输沙量必须依据野外实测资料，例如，水文站实测泥沙资料、流域产沙资料和水库淤积资料等。
