国防工业结构国防工业结构是指一个国家的国防工业各分部门、各分布地域、各种成份在再生产过程中的构成、相互联系和数量比例关系。它反映一个国家国防工业发展的方向、速度、水平。国防工业结构优化是国防工业结构变动的总趋势和目标。而认识和把握国防工业结构变动的规则，则是优化其结构的前提，国防工业结构变动的规则，则是优化其结构的前提，国防工业结构变动的规律主要由三个方面的因素影响，即需求、供给和体制三个方面。国防工业结构变化的特点主要有：技术进步是结构变动最重要的推动力；结构变动的相关性比民用工业更加明显；结构变化的波动性或经常性。认识和把握这些特点同样也是优化结构的基础。国防工业结构优化必须遵循整体性原则、技术进步原则、系统性原则、主观与客观相符的原则和军民兼容原则。中国国防工业结构在改革开放前存在比较严重的问题，改革开放后，在国家改革的推动下，国防工业结构进行了一系列的调整，但现在仍存在不少问题：有效需求严重不足，生产能力闲置率过高，尚未建立和平时期的动员军工体系；国防工业部门在国家产业政策中没有取得应有的地位；生产能力结构性短缺，不能适应武器装备需求的高技术化趋势，重要武器的缺门影响了军队战斗力；产业组织结构的落后状态没有从根本上改变。针对国防工业结构中存在的这些问题，今后中国国防工业工业结构优化任重而道远，主要应从三个方面努力：(1)建立具有弹性供给规模的国防工业体系。应适当增加装备采购费，扩大武器装备有效需求；在现有规模基础上进一步优化其生产和科研结构，深度调整优化科研能力；建立具有高度扩张与收缩弹性的现代军工动员系统，寓军工动员于国民经济大体系中；建立具有较高供给弹性的合理的国防工业产业组织结构。(2)加快国防工业的技术进步，适应需求结构高技术化的趋势。应注重增加国防科研投资比重，缩短科研战线，集中主要力量提高水平，迅速优化国防工业技术构成，把军事电子工业作为重点内容抓；大力培养、吸引和保留国防科研人才，努力攻克现代国防科技制高点。(3)提高国防工业在国家产业政策中的地位。应通过强有力的政策和法规来维护和加强军工产品生产的严肃性和计划性；国家加强保军的责任，继续推进国防工业的军民结合；确立国防工业各部门在国家产业发展顺序中的最佳位置。国防工业是为国家整体利益服务的，只有国家重视其发展，国防工业方能有力地发展，不断优化结构，为军队现代化建设创造坚实的物质基础。
