山坡水土保持工程防止坡地水土流失，改变小地形，就地拦蓄雨水或融雪水径流，增加坡地入渗水量或利用坡地径流作为灌溉水源，以达到保护、改良与合理利用坡地水土资源的各种工程措施。它是水土保持措施的重要组成部分。在有重力侵蚀危险的山坡下部修筑的挡土墙等固坡工程，也属于山坡水土保持工程。山坡水土保持工程包括梯田、拦水沟埂（培边埂）、水平沟（图1）、水平阶、鱼鳞坑（图2）、山坡截流沟、排水沟、坡面蓄水工程以及挡土墙工程。梯田工程把坡地上的农田、果园或林地改变成台阶形，可以蓄水保土，提高作物、果品产量或林木生长量。拦水沟埂(培地埂)可以逐年修成梯田。水平沟、水平阶、鱼鳞坑等蓄水保土措施，多用于果园及林地。山坡截流沟的作用在于将坡耕地、林地、草地及其他非生产用地的地表径流汇集于坡面蓄水工程，供人畜饮用或灌溉农田。坡面蓄水工程不仅能为发展小型水利提供水源，而且可以减小沟道中的洪峰流量，防止或减小山洪危害。中国黄土高原区的坡面蓄水工程主要形式为水窖（旱井），土石山区为蓄水池。在有重力侵蚀危险的山坡，应修筑山坡固定工程。属于山坡固定工程的措施有排水沟、挡土墙、削坡开级，或与林草措施相结合等。中国的山坡水土保持工程与日本、欧洲阿尔卑斯山区各国的斜坡重力侵蚀防御工程有所不同。它不仅具有防治斜坡块体运动的作用，而且具有开发与合理利用山区水土资源的功能。在山坡防护工程的规划设计工作中，要求体现防止地表径流形成，改变地面坡度，缩短坡面径流流程等重要原则。
