技术发展的环境影响评价对技术发展给自然环境和社会环境带来的影响进行预测，简称技术评价。美国科学院对技术评价的解释是：确定现有技术和潜在技术对自然环境和社会环境的总作用，寻求保护自然资源和社会资源的新技术，以及确立技术评价的方法。其实质在于从长远的观点出发，阐明科学技术的发展所产生的积极的作用和消极的后果，探索能获得经济效益最大而副作用最小的方法。技术评价的研究始于60年代。它同环境保护战略的研究密切相关。例如人类为了解决能源问题，需要发展核电站。美国有人推算，如果到公元2000年美国核电站的发电能力同热电站相等，排放到大气中的二氧化碳和二氧化硫将各减少一半，用于发电的石油和煤的消耗量也将大大减少。但另一方面，由于核电站冷却水的消耗量是热电厂的二倍，这对江河、湖泊和海洋将造成严重的热污染，势必改变水生生态系统的结构。同时核电站每年排放出的放射性物质85氡达4700亿居里,将给人类生活带来严重的潜在危险。又如汽车使用内燃机会造成大气污染，用电动机代替内燃机可以大大减轻对大气的污染，而且可以降低噪声。但为此却需要建设更多的电站，结果是汽车所造成的污染减轻，热电厂或核电站所造成的污染加剧。因此，技术发展给环境和社会带来的影响，应进行全面评价。目前，新技术的发展和大规模的资源开发活动对自然资源和生态系统造成的破坏已经对人类社会发展造成某些危害。研究技术发展的影响，寻求和发展保护资源新技术，从根本上防止环境的破坏，越来越引起人们的重视。
