城市地下空间开发现代化城市空间发展的方向之一是向地下延伸。地下空间开发利用与地上空间开利用相比有其独到之处。地下空间恒温性、恒湿性、隔热性、遮光性、气密性、隐蔽性、空间性、安全性等诸多方面远远优于地上空间。但是，地下空间一经建成后，对其再度改造与改建的难度是相当大的，不可能恢复原样，单就这一点它又远不如地面建筑容易改造与改建，因此它有相当强的不可逆性。另外，地下构筑物的建设成本高，工期长，难于利用太阳光及天然景观，方向性感观较差。所以，现在人们仍对在地下工作与生活持一种偏见。从这种意义上来讲，就要求对地下空间利用计划持慎重态度，要有长远眼光，要经得起后人及时间的检验，对其计划多方面论证，认真评估后才能实施。从目前世界上发达国家在地下空间利用方面的情况，可以看到我国的差距，要借鉴发达国家的经验：北欧各国如瑞典在地下空间利用方面，除了住宅的地下室及城市设施外，可以看到很多利用坚固的岩石洞穴建设的城市构筑物，其中有地下街道、地铁隧道、公用设施沟、停车场、空调设施及地下的污水处理场。生产设除地下工厂外，还有地下核电站、石油储罐、食品仓库及地下避难所，还有一系列的地下商城。美国将很多设施置于地下，地下空间的利用是多方面的、广泛的。例如将城市地下空间利用点、线、面以整体网络型组合起来。其中生活设施有考虑到节约采暖、空调费用的地下住宅及复式住宅；城市设施主要从更新城市机能及节约能源的角度来看，除地下街、地下铁、道路隧洞外，还有考虑到与自然比较协调及采光要求的半地下式大学；贮藏设施除食品贮藏外，还正式研究开发保存放射性废料的设施；交通设施有道路隧洞、地下停车场等；而地下核防护设施则居世界之最。日本由于国土狭窄，地下空间的综合利用虽比北欧等国起步晚，但是地下街道、地下车站、地下铁道、地下商场的建设规模，成熟程度可以认为已居世界领先地位。我国地下空间利用最早始于西北黄土高原，至今还有4000多万人居住在延续数千年的窑沿建筑中，在黄土层中还修建过结构简单和圆筒拱形地下粮库。但是有计划大规模的建设则是30年代的事。我国在60年代、70年代建设了一批地下工厂、早期人防工程和北京、天津地下铁道。80年代各大城市陆续修建式正在规划着适合我国特点的地下综合体工程，集商业、交通、人行过街和停车场等服务设施于一体。如吉林市大世界地下商场，沈阳市车站广场地下街等。正在建设的上海市人民广场地下综合体，下层为停车站，上层为商场，共50000平方米。上海、南京、广州、青岛等城市正在建造或规划建设地下铁道。与此同时，城市高层建筑地下室随着城市中心及居住小区的开发而大量发展。
