财政支农资金中国国家财政为支持农业生产和发展农村经济所提供资金的总称。是国家财政支农的重要组成部分。从整体上体现国家对农业生产和农村经济发展的财政支持政策。财政支农资金可分为直接和间接两类。直接支农资金包括：①农业基本建设支出，指属于基本建设投资额范围内的农业、林业、水利、气象等基本建设项目的预算拨款和由预算拨款改为贷款的支出，主要用于大中型农业、林业、水利、气象等设施建设；②支援农村生产支出，指国家财政支持农村合作经济组织开展生产的支出,主要用于小型水利设施建设、发展农村乡镇企业、改善农村生态环境等方面；③农林水利气象等部门的事业费；④农林部门科技三项费用；⑤支农专项支出和其他专项支出中用于农业的部分；⑥用于农业科学研究和农业高等教育方面的支出。间接支农资金包括：①农业生产资料优惠价补贴，指对生产、销售企业以优惠价格向农民提供化肥、农药及农业用电等农用工业产品而造成的亏损给予补贴；②农产品价格补贴，即对国营商业收购粮棉油等农产品，收购价格提高后，因销价不动而产生的价差给予补贴。
