社会主义社会的个体经济在社会主义公有制经济占绝对优势的条件下，劳动者个人占有生产资料、主要依靠个人或家庭劳动独立从事生产和经营活动的经济形式，是社会主义公有制经济的必要补充。在社会主义社会的阶段，生产力发展不平衡，既有社会化大生产同时并存又有相当数量的手工劳动和机械化程度较低的生产。和这种生产力状况相适应，必然会长期存在一定数量的个体经济。中国的个体经济主要有两个部分：①农村中的个体农民和其他个体劳动者，以及集体经济成员经营的家庭副业、自留地、自留畜等。这种个体经济，既从事种植业、林业、畜牧业、渔业、工副业，又从事商业、运输业以及各种服务业。②城镇中的个体手工业者和个体商贩。在80年代，这种个体经济，除了以个人或家庭的劳动从事生产经营活动的外，还有一些雇用少量帮手或学徒的个体户。城镇中的个体劳动者，或独立从事手工业、饮食业、服务业、商业，或为公有制工业和商业实行加工、经销等活动。城镇个体经济规模很小，经营方式灵活，便于分散生产，容易适应社会需要，方便群众生活。它对于活跃经济，繁荣市场，增加就业，满足社会多方面需要，都有积极作用，是社会主义国营经济和集体经济的不可缺少的助手。因此，在中国的社会主义初级阶段，不但允许个体经济存在，还在公有制为主体的前提下鼓励个体经济继续发展。中国个体经济的发展，经历了曲折的道路。1953年，城镇个体劳动者有898万人,1956年社会主义改造基本完成以后，减少到16万人。经过国民经济调整时期，1965年,发展到171万人。但经过"文化大革命"，到1978年又减少到15万人。这种情况给社会生产和人民生活带来很多不便。1979年以来，由于国家执行扶助其发展的政策，城乡个体经济发展很快，到1985年底，全国城镇个体劳动者已达452万人。社会主义社会中的个体经济依附于公有制经济，公有制经济在货源、原材料供应和产品销售方面进行帮助、指导和监督。国家运用税收、价格、信贷等经济杠杆和依靠工商行政管理部门进行管理。个体经济在经营上遵守国家有关的法律和方针政策。个体劳动者的收入主要来自自己的劳动，通过创造产品和为社会提供劳务，获得相应的劳动收入。在社会主义条件下，国家制定正确的政策引导个体经济发展不会发生两极分化。
