《省（自治区、市）图书馆工作条例》(Sheng中华人民共和国文化部颁发的指导省(自治区、市)级图书馆工作的法规性文件。1982年12月由国家文化部颁布执行。条例共8章30条。第一章为总则，规定了省(自治区、市)图书馆(以下简称省级图书馆) 的性质、方针和任务。指出省级图书馆是国家举办的综合性公共图书馆是社会主义科学、教育、文化事业的重要组成部分，是向社会公众提供图书阅读和知识咨询服务的学术性机构，也是全省(自治区、市)的藏书、图书目录、协作和协调及业务研究、交流的中心。省级图书馆坚持为人民服务、为社会主义服务的方向，贯彻百花齐放、百家争鸣、古为今用、外为中用的方针。主要工作任务有6项,其中心是利用书刊资料为社会主义的物质文明建设和精神文明建设服务。第二章至第四章阐述了省级图书馆的主要业务工作，包括藏书与目录建设，读者服务工作，研究、辅导与协作。要求省级图书馆建成具有地方特色、适合当地读者需要的藏书体系，对本省(自治区、市)的正式出版物和有关本地区的地方文献资料尽量收集齐全。加强藏书管理，切实做好安全防护工作。规定省级图书馆应设置读者目录，以备读者检索书刊资料使用，要求加强读者服务工作，文明礼貌服务，借阅开放时间每周不得少于56小时，省级图书馆在本地区的图书馆学研究和各图书馆之间的协作、协调活动中起骨干作用，担负对本地区公共图书馆的业务辅导任务。在第六章中，规定了省级图书馆的专业技术干部必须具备中专以上文化水平。大专以上文化程度的人员应逐步达到占全馆人数的40％以上。在第五和第七两章中，提出了省级图书馆定编的参照标准，规定图书购置和业务活动经费应逐年有所增加，购书费在总经费中的比例一般不应低于40％。第八章为"附则"，要求各省馆依据该条例制订各项工作规章制度，并指出该条例亦适用于100万册以上藏书的其他大型公共图书馆。该《条例》颁布后，许多省、自治区、直辖市相继制订了《市、县图书馆工作条例》，用以指导市、县图书馆工作。
